Phil Atkins joined Harbor in May 2022 as the Chief Care Coordination Officer for the OhioRISE Care Management Entity (CME). In his role, he also oversees psychology, prevention, CCBHC, the Employee Assistance Program (EAP), and The Connection Center in Bowling Green, Ohio.
Phil has more than 30 years of experience in community behavioral health and has served as a prevention specialist, alcohol and drug clinician and supervisor, agency director, and ADAMH Board director. He also served under Governor Kasich through the Ohio Department of Mental Health and Addiction Services (OhioMHAS) and ran a statewide opiate prevention program. He currently serves as Vice-Chair and Hearing Officer for the Ohio Chemical Dependency Professionals Board and as a federal appointment to the Center for Substance Abuse Prevention National Advisory Council through SAMHSA.
Phil earned his Bachelor’s degree from Olivet Nazarene University, and a Master's degree in Social and Community Services from Capella University. He also earned a PhD from Capella in Human Services Administration, concentrating on nonprofit management, public administration, criminal justice and healthcare. “Dr. Phil” also taught at the university level in doctoral and master’s programs. He is a graduate of the Mental Health Executive Leadership program at the Weatherhead School of Management at Case Western Reserve University.
He has a strong commitment to helping children and families find stability and healing, and is a frequent invited speaker on behavioral health topics for state and national organizations. An accomplished grant writer, Phil has authored more than $33 million in proposals and teaches grant writing for the State of Ohio, Ohio State University, and other organizations.
